Start small.
Work on one section at a time.
Keep it simple.

Well, I tried to make a well-themed park on RCT3 and in the end, the game lagged so much, that I couldn't continue. So overall, I found the whole process pointless.
Assuming your PC is super enough to cope with RCT3's crapness, then I guess you can apply the same thing I do with RCT2. VISUALISE what you want the park to look like. Imagine you are a guest in the park, walking around; what would make you go 'wow'? What would be pleasing to the eye? What would add to the atmosphere of the park? What would make you want to ride that coaster? If you keep that in mind all the time, then the ideas will flow.
Actually getting the idea from your head onto the screen is another thing - that comes with practise, and taking inspiration from others' parks. But too often, it's not the 'how do I do this?' that is the problem, because you can learn the skills with practise and by looking at other parks... it's the fact that people build aimlessly, without a good idea of what they are trying to actually achieve.
